The same can be said for most plants in the garden, but with younger plants that are still establishing roots, it's vital to get them the hydration that they need to both survive and develop. Watering should happen in the early part of the day. Watering at peak heat means losing a lot of the water to evaporation. Getting your plants a good drink early in the morning will ensure that the water will be most helpful.
