For the first time in 20 years, the Duluth Police Department is fully staffed.
Police Chief Mike Tusken emphasizes that the department has always hired to its authorized strength every year, there are usually officers in various stages of additional training who aren't out on the street.
Other challenges have contributed, too, like a fairly dramatic reduction in the number of applicants from the early '90s and even the degree requirement to become a police officer in Minnesota.
